Water (H2O) imparted with a blessing by a Catholic Priest or Deacon becomes Holy Water. For Catholics, holy water—water blessed by a priest—is known as a “sacramental,” a sacred sign that bears a resemblance to the sacraments. In many countries, you can obtain holy water after regular mass on Sundays and fill your little holy water container.

A lay person can certainly follow the steps it takes to make holy water, but it's agreed that water is only truly "holy" when it's been blessed by an ordained member of the Church. For Catholics, a Priest, Holy Water is made in a ritual of the church. The water never ceases to be what it was, chemically-speaking, prior to the blessing.
